On October 18, 2017, Cai Zhiyang, the former librarian of the Taoyuan City Cultural Affairs Bureau, sent a letter inviting four literary creators, Lin Wenyi, Lin Yangmin, Chen Xiamin, and Chen Mingpan, as well as the local mayors and library colleagues, to hold a “Taoyuan Literature Museum Preparatory Consultation Meeting” in the meeting room of Taoyuan Branch of Taoyuan Municipal Library, to formally announce that Taoyuan City would soon build a literary museum.
This is a literary base designed to promote Taoyuan's literary writing and publishing, to showcase the lives of literary writers and their creative processes, to connect with local literature and history, to establish a platform for literary exchanges, to present Taoyuan's literary development, and to serve as an indicative cultural window.
As the capital of the nation, Taoyuan's original intent in establishing the museum was to fulfill the main goal of a “literary museum,” adopting international, national, and Taoyuan literary characteristics as the concept of exhibition interpretation, and to fully fulfill the vision of deeply cultivating Taiwan's literature, caring for the development of reading and publishing, promoting literary education, and promoting the people's love of literature by utilizing the museum's premises to execute creative exhibitions, hiring renowned scholars to give special lectures, and collecting writers' artifacts and literature, Integration of literary information, establishment of a literary website, etc., to enrich the literary exhibition space and set an example for writers to follow, in order to continue to expand Taoyuan's unique style of literature.
The preparatory meeting established that the Literature Museum would regularly hold permanent exhibitions of literary works, special exhibitions, curatorial lectures, art and literature performances, new book releases, academic seminars, open writing classes for the whole nation, and combine with manufacturers to produce various types of literary merchandise and literary coffee, etc., in order to operate as a genuine literary museum with careful thought.
At the beginning of 2018, the Library appointed the Literature Museum Design Review Panel, which invited five members, namely Chien-Lang Lee, Teh-Chuan Yu, Kuang-Mei Lin, Ming-Mei Lin, and Ming-Pan Chen, to participate in the review of the design of the building, and to provide insightful advice on strengthening the concept of the Literature Museum for the design and supervision of the firm of Cheng-Ling Huang, Director of the Institute of Architecture and Design at Chung Yuan Christian University.
The name “Taoyuan Literature Museum” was chosen because, in addition to dealing with complicated issues such as land ownership, the construction of the museum was also affected by the COVID-19 epidemic, which led to repeated delays in the start of the project. In order to achieve the best possible outcome and to become a future literary town, the review team and the construction supervision team took advantage of the seriousness of the epidemic to discuss and resolve the design blueprint once again, and finally completed the design blueprint of a four-story building above ground with an RC structure and a steel Japanese-style building, surrounded by a garden of flowers and trees, combining light and shadow and history, and creating an imaginative space for aesthetics and literature to have a dialogue.
On April 7, 2022, the Museum of Literature was finally constructed by the city government team, with then-Mayor Cheng Wen-chan, Cultural Affairs Bureau Director Chuang Hsiu-mei, and Library Director Yao Dun-ming presiding over the ground-breaking ceremony, and with architect Huang Cheng-ling giving a presentation, as well as writers Lin Wen-yi, Lin Yung-min, Hsu Shui-fu, Lai Wen-cheng, and Chen Ming-pan observing the ceremony.
Located on Zhongxiao Street in Taoyuan District, near Dongmen Elementary School, with a base area of 653 square meters and a total cost of $102.4 million, the Taoyuan Literature Center, with its magnificent architecture and elegant design, will finally complete its internal and external integration projects in 2024 and be completed successfully in the summer of 2025, and will be operated by a team of professionals through a bidding process, which will be inaugurated by Mayor Chang Shan-tsing, Cultural Affairs Bureau Secretary Qiu Zheng-sheng, and Deputy Secretary Tang Lian-cheng, once again adding a distinctive piece to Taoyuan's cultural landscape. The opening of the Taoyuan Literature Museum has added another piece of bright and colorful literary landscape to Taoyuan.
